Vladimir Obidin is chief of police of Aero City. He killed Boris and Isla Kotenkov as they tried to escape the city after the assassination of his brother, mayor Denis Obidin. His crack team of police officers are very corrupt. James Adams injured him very badly when Vladimir broke into his apartment.
